To create the 'Green Neon Text' follow the tutorial below and you should end up with the same as my result or as near as depending on the color you choose
First of all create a Document about 100 pixels x 100 pixels and type a single letter in 'Bold' ( I chose the letter 'V' )
Select you 'Text Tool' > Right click and choose 'Rasterize Type'.
Hold your control key (CTRL) and click on your text layer which is situated on your 'Layer Pallet' this will select the outline of you text
After you have done the above instruction take out your 'Gradient Tool' and make you foreground a light grey and you background slightly Darker than you foreground, fill your letter like the image below;
Now go to Edit > Stroke and use the settings below;
Now go to Select > Modify > Contract and use the settins below;
Now change you Background and Foreground color from your light grey and dark grey to light and dark green, now fill your selecting with the gradient once again, this time with darker green towards the top.
Now go to Edit > Stroke and use the settings below;
Now make a new layer. Go to Layer > New layer and take out your gradient tool once again. This time set your foreground color to white and from the drop down menu at the top of the screen choose the gradient type circled in the image below;
Now use your gradient tool to fill your selection about half way. Next take out your circle tool and delete the bottom half by selecting the opposite of what you want deleted and choose Select > Inverse
Now just add a drop shadow of your choice and you done
